the most important accomplishments of the national council for childhood and motherhood after the council’s technical advisory committee took upon itself the task of forming a “legislative working group” to prepare a proposal for the promulgation of a child law which would translate the provisions of the united nations convention on the rights of the child, ratified in November 1989
