These are only examples. We will give you the exact skills Title and Description in german language. It should be possible to add and delete and change the skills.
I do not know how you want to implement that. Either you can do everything in costum code. Or i have see that there is the possibility to add skills and assign them to users (in production)(see screennshot below). (I can also add the skills and assign them myself) . I do not know which method is more easy.

The design of the skills should look like this. There must be standard sf components for these hover tooltip text
When hover with the mouse over the text or i-icon, you should show the description of the skill like in this example below

When click (on the text or the Info icon), you should show the description of the skill like in this example below
