the Medicaid program

For over 25 years, this program is one of the major social programs aimed at providing medical assistance to the poor of America: older people with low income, low-income families with children, disabled people with income below the poverty line. In 1988 the programme covered 23.5 million people. General
the costs of Medicaid was in 1990 to 37.6 billion. Program covers 60% of children of the poor of America and more than one million foster children (102).
Medicaid is funded by half from the Federal budget and half from the budget of the States. Because of its relative cheapness there are many people wishing to use it. Therefore, in recent years has been toughened the requirements to the persons entitled to receive it. In the program there are different financial constraints imposed by the administration of the States (38). All this leads to the fact that only 40% of Americans that are below the poverty line, is Medicaid. Not insured, many millions of children, many pregnant women. This service helps low-income families, but it is not fully paid by the hospital's account (paid only 50% of the amount of such account), although in this case, the hospital would not ask for an additional charge to the patient.

Medicaid as financial Fund is divided into two parts:
1.the program of payment assistance to low-income families with children
2.the program of compensation of expenses for treatment and social services for the elderly and disabled
