DNTU: target setting
A very interesting and not easy problem was put forward to us: to generalize the experience of our colleagues from the partner-countries and interpret it to improve the strategy of interaction between the university and industry on the regional level.
Our University has good links with the industry. Every faculty uses its own form of the collaboration. The German, English, and French Engineering faculties are the leaders. We made presentations on their operation at the seminar in Donetsk.

ДонНТУ: постановка задачи:
Перед нами стояла очень интересная и весьма непростая задача: обобщить опыт наших коллег в странах-партнерах и творчески преломить его для улучшения стратегии взаимодействия ВУЗ-промышленность на региональном уровне.
Наш университет имеет хорошие связи с промышленностью, и каждый факультет пользуется теми или иными формами взаимодействий. Лидерами среди подразделений являются немецкий, английский и французский технические факультеты. Мы презентовали наш опыт на встрече в Донецке.

DNTU: problem 1
First: the Ukrainian laws are not perfect (even getting funds from the grant is accompanied by a number of unbelievable for the Europeans problems- for example, as we have been informed by the University’s accounts department, the staff participating in the project can not be paid for the work). It also concerns the University’s Technopark (we were impressed by the level of the technopark financing in Europe), the priority development zones, and free economic zones.

Первая: несовершенство законодательства (даже получение средств по этому гранту сопряжено с рядом немыслимых для европейцев проблем – так, например, статья расходов на зарплату персоналу по этому гранту как нас официально проинформировали в бухгалтерии в принципе выплачиваться не может). Это касается и технопарка ВУЗа (для нас было большим открытием уровень финансирования такхнопарков в Европе), зон приоритетного развития и свободных экономических зон.

DNTU: problem 2
Second: – the lack of understanding and support from the local authorities and insufficient financing of the university science, innovation projects, new initiatives. We have held a number of seminars on the problem. The Innovation Development Association was established but it doesn’t operate in full force.

ДонНТУ: проблема (2):
Вторая проблема – отсутствие понимания местных властей и выделения средств для развития вузовской науки, инновационных проектов и других инициатив ВУЗа. Мы провели ряд семинаров на эту тему. Создали ассоциацию инновационного развития, но пока она не заработала в полную силу.

DNTU: problem 3
Third: insufficient role of the University in the Region’s life. It’s a cultural problem by itself. As it is impossible to have economic reforms without the cultural level rising this cultural problem is determining at the time when all school-leavers are growing unsociable. The knowledge the students obtain is the double-edged weapon. It can be used both for the welfare of the society, and be harmful to it. The synthetic idea of culture which includes science, religion, and culture is the vector of the problem solving. To do this the Culture Institute is decided to be established at the University. It will be open just after our coming back from this business trip. It will revive the prewar traditions of our University.

ДонНТУ: проблема (3):
Третья проблема – недостаточный уровень роли ВУЗа в жизни края. По сути это культурная проблема. Поскольку социальная экономика говорит, что без повышения уровня культуры ни о каких экономических преобразованиях не может быть и речи, получается, что во время всеобщего одичания абитуриента, эта миссия университета – культурная (наряду с учебной и научной) является определяющей. Ибо те знания, которые получает студент, являются оружием обоюдоострым – ибо они могут быть применены как во благо общества, так и ему во вред. Вектор решению дает синтетическое понятие культура, включающего в себя науку, религию и искусство. Для решения этой задачи руководством нашего ВУЗа принято решение о возрождении института Культуры, который мы планируем открыть сразу по приезде с этой командировки. Это возрождение тех традиций нашего ВУЗа, которые были еще до войны.

- Discussion of the possibility of establishment of the consulting centre on regular contacts with the enterprises (practice of the Purple Door);

- 2 декабря немецко-украинский семинар по высокопроизводительнпым системам;
- 15 декабря 2008 проведен региональный конкурс на лучшее предложение по энергоэффективности;
- обсужден вопрос по созданию консультационного центра для регулярных контактов с предприятиями (по опыту Purple Door);

- 21 January 2009 - The Regional Seminar “Modern Equipment and Metal Product Quality Control Methods”. Organizers: DonNTU, Karl Ceice, participants: the Donetsk Region companies;
- 12 February 2009- The Forum “The University-Industry- Regional Development” was fruitful passed. The grant results was reported.
- There are some publications on the grant activity results in the local papers;
- September 2009 – session with the discussion of the grant activity at the conference in Sevastopol;
- Late 2009 the monograph and proceedings on the grant activity are due;

Краткий отчет результатов активности по гранту (3)
- 21 января 2009 проведен региональный семинар «Современное оборудование и методы контроля качества металлопродукции», организованны ДонНТУ, «Карл Цейс» для предприятий Донецкого региона;
- 12 февраля планируется провести форум: «ВУЗ-промышленность-региональное развитие» где будут доложены результаты работы по гранту;
Есть ряд публикаций по гранту в прессе.
В сентябре 2009 определено провести конференцию в Севастополе;
В конце 2009 подготовить монографию по материалам, которыей были разработаны по гранту.

Future result (page 1):
- to arrange the operation of the DonNTU’s Distant Learning Centre;
- to establish the Innovation Development Association based centre on constant links with companies;
- to develop the course The Region Innovation Development and introduce it to DonNTU; to make monitoring and prognostication of the labour market and education service harmonizing in the region. We still are not sure whether it will be a separate centre (we need financing for it) or a subdivision of the operating centres;
- to develop strategic partnership with the companies;
- to develop innovation projects for the companies;
- to equip the Technopark of DonNTU with new methods and forms of operation;

Что планируется на будущее (1)
- организовать и наладить работу центр дистанционного обучения в ДонНТУ;
- организовать центр по регулярным контактам с предприятиями на базе Ассоциации инновационного развития;
- создание центра мониторинга потребности специалистов инженерно-технических специальностей базовых отраслей промышленности региона;
Создание стратегического партнерства с компаниями;
Разработка инновационных проектов для индустрии;
- вооружить технопарк ДонНТУ новыми методиками и формами работы;

Future result (page 2):
- there is a number of publications on the grant results in local newspapers. The aim is to change the attitude to the university, to demonstrate its mission which is to be the centre of scientific, educational, cultural, and innovative activity in the region. To get the public opinion ready to understand the necessity the university’s role to be equal to that the European universities play.
- to hold the forum “University-Industry- Regional Development “ on regular basis. To solve the problems on this level. It is impossible to solve all the problems within the frameworks of the grant. We should take part in other new programmes to get new grants. We have already submitted a joint with Vladimir proposal to get the European grant in the field of computer science.
- We are happy to develop our partnership and submit grant applications with other European partners.

Что планируется на будущее (2)
есть ряд публикаций в региональной прессе по результатам работы по гранту с целью изменения отношения к миссии университета как центра научной, учебной, культурной и инновационной деятельности в регионе. То есть подготовить общественное мнение к изменению роли ВУЗу до уровня его роли в Европейских странах. Подвести базу для такого отношения.
- сделать форум «ВУЗ-промышленность-региональное развитие» регулярным. На этом фореме решать все проблемы, возникающие во взаимодействии ВУЗ-производство на региональном уровне. Про всей видимости всехз проблем мы не решим в рамках этого гранта и, конечно, нужно участвовать в новых грантах для решения проблем, которые частично может решить этьот грант. Это уже сделано – подана заявка на европейский грант с Владимирским университетом по направлению компьютерные науки.
- Мы будем рады развитить наше партнерство и подавать на разлиные проекты и с другими партнерами – европейскими.

Future result (page 3):
- Establishment of the centre to make the monitoring of the needs of engineers of the basic branches of industry of the region;
- Establishment (revival) of the Culture Institute;
The first monograph “The Ways of Overcoming of the Depressive State of Monofunctional Cities” as well as the second “The Models of Interaction of Business and the Higher Education Systems” are being prepared.

Что планируется на будущее (3)
создание центра мониторинга потребности специалистов инженерно-технических специальностей базовых отраслей промышленности региона;
открытие (возрождение) института Культуры;
готовим к написанию первую монографию «Пути преодоления депрессивного состояния монофункциональных городов». Так же готовится к написанию вторая монография: «Модели взаимодействия бизнеса и системы высшего образования».

Additional results:
- Additional results not planned within the grant. The collaboration agreement with Vladimir State University has been signed. We have high hopes for it and will do our best to develop this collaboration. The procedure of signing the agreement with Cadiz University is at its final stage. We have a chance to establish the Spanish Engineering Faculty plus to the German, French, Polish, and English faculties functioning at the university. It would be impossible without this grant.
- It is impossible not to mention the cultural mission of the grant. We consider it to be the leading one, though it is always spoken about after the scientific and educational missions. The grant stipulates for the establishment of the future society of the scientists of the future united Europe where there will be no borders and the aim of which will be the welfare of all the nations. Our community is the model of this future interaction. We would like to thank all our partners, the European Union and the Most High for that!
